Mass Effect 3 Explorer
This program is a must-have if you want to mod Mass effect 1-3.
What can be done
The list of features available on ME3Explorer is kept at the forum. But basically we can swap pictures (textures), shapes (mesh) and even change a bit of the plot. Like making Ash use a nicer armor (1st example on Mesh Swaps below), letting you play multiplayer with Liara, Mordrin and other in game NPC as each class; or putting the Futurama logo on a store (1st example on the Texture swaps below), change Thane's dialog on Huerta hospital (Conditionals Swap) or making the Catalyst brat never show up (MEHEM).

What can be done
This program allows you to make changes to your ME3 save file.
You can import/export headmorphs, change the way the head reacts with the enviroment, change multiple colors, change plot variables (i.e. change what happened in previous games even if you did not play them), change your money etc. and many more things.
